Future will hold more negotiations with aboriginal leaders and federal, provincial and territorial governments in reaching decisions related to resource and environmental management. Growing scepticism about the commitment and capability of governments. Conflict a fight or struggle, especially a prolonged one; a disagreement, dispute or quarrel; the clashing of opposed principles, statements, etc. Uncertainty not known with certainty; not finally established; in doubt; dubious; likely to change, not reliable; not constant, varying; not settled or fixed; intermediate. Legitimacy instruments should be in place to provide legitimacy for a vision and to facilitate the implementation of goals and objectives related to the vision; instruments include: political commitment, statutory foundation, administrative arrangements, financial support, stakeholder support. Systems perspective directs us to take a hollistive view.
