Chapter 3: public administration and organization theory structural foundation. The study of public revolves around the careful consideration of government bureaucracy. Bureaucracy means rule by desks or offices , it is a method of administratively organizing numerous people who need to work together in large or complex public or private organization. An important first step in pursuing an appreciation of public administration is the examination of theories of organization. Classical organization theory is the foundation upon which the other schools of organization theory have been built, it was dominant until the 1930s. The term bureaucracy is thought to have been coined by french political economist vincent de gournay in 1745. Even from its first conception the term was used pejoratively to indicate government officials and excessive official power. As in the us, canadian perceptions about bureaucracy has been shaped by media counts of allegedly egregious bureaucratic blunder and incompetence.
