Introduction: the study of public administration revolves around the careful consideration of government bureaucracy, this means that we investigate basic structures that constitute the bureaucratic organizations in government and their interactions with other bodies in the political process. Employment and promotion based on merit: employment and promotion based on an objective test of merit provided the assurance of competence and thus increased the efficiency of operation. Criticisms of weber: a major line of criticism is that weber dwelt too much on the structural aspects of bureaucracy and not enough on the human side of the organization. It was the job of management to select employees for specific jobs in a scientific manner so that the physical and mental characteristics of the individual fit the job. Idea makes more sense when applied to large factories where workers assembled products manually but less sense in knowledge-based organizations.
