Critical element of a country"s anti-corruption program is an effective media: raises public awareness about corruption and investigates and reports incidents aiding other oversight bodies. Freedom of information is important as well at the ethical cadre of investigative journalists: protection for these journalists is critical. Corruption encourages competition and bribery rather than equality in the price of goods and services. Corruption grows into a culture of illegality that breeds market inefficiency. Corruption is the abuse of public power for personal gain or for the benefit of a group to which one owes allegiance. It depends on the amount of monopoly of power and discretionary power that an official exercises: monopoly is large in highly regulated economies, discretionary is large in developing countries and transition economies with weak rule of law.
