Daniel pellerin was stabbed to death by bp. The judge was worried that the vis prepared by pellerin"s family members were not in compliance with the legal requirements: crown believed the statements were compliant with the requirements but the defence council disagreed. Sentencing judge gets to decide what constitutes as permissible content in. A victim is a person to whom harm was done or who suffered physical or emotional loss as a result of an offence. Criminal justice system is often seen as alienating, confusing and stressful for victims, they often feel excluded. Vis allow the satisfaction of being heard: provides the sense of regaining control over their life. Vis also assure the public that sentencing judges are aware of the unique and intensely personal response of each victim. Victims bill of rights received royal assent on april 23, 2015: but the vbra does not change the foundational legal principles that govern vis.
