Law exists when there is a probability that order will be upheld by a specific staff of men who will use physical or physical compulsion with the intention of obtaining conformity with the order or inflicting sanctions for infringement. Power the chance of a man or a number of men to realize their own will in a communal action even against the resistance of others who are participating. Economic power may be the consequence of power existing on other grounds. Man does not strive for power only in order to enrich himself, as it may be valued for its own sake. Legal order is rather an additional factor that enhances the chance to hold power or honor but it cannot always secure them. Both of these two orders are not identical: determination of class-situation by market situation.
