Ontario had recently withered on progressive vine, the most progressive farm leaders of the province set out to build a truly uni ed broadly based farm organization in 1913 and had its rst funding convention in toronto. The most momentous movement was perhaps the once in russia where the damage was done to social fabric. In canada, it brought up the upsurge in the rural protest that ended the farmers coming together to form the gov of the most economically signi cant provincial jurisdiction in the country. The issue that brought rural resentment to a boil was conscription (enlistment for state services, generally the military) The farm communities were lulled into a state of passive acceptance of the legislation when they were told that there sons would receive exemptions from military service due to their roles in production needed for the war.
