A young person"s involvement with the justice system may begin with police contact in a public setting or with a complaint given by parents, school or elsewhere. The ycja requires a police officer to consider if warning or cautioning a youth is sufficient or if it requires further action. Action course options are shown on page 255. Surveillance does not necessarily translate into high rates of criminalization as most cases are handled in an informal manner. Most informal measures involved verbal warnings, community based programs or referrals to diversionary programs/committees. Legal factors: legal requirements that are regarded pertinent to the justice system. Extralegal factors: those that are not necessarily considered as legitimate or relevant to the system. Began more than 40 years ago in the usa. Most important consideration in terms of laying a charge was the seriousness of the offense. Those that were involved in death or hospitalization only half were arrested.
