Introduction moral panic - exaggerated fears about social problems, including youth deviance, partly generated by the media folk devils - any group that is perceived to pose a threat to the traditional values and institutions of society. Began in 1962 and provides aggregate count because it lumps crime into categories based on reports from over 1000 police detachments from over 200 police forces across canda. Data is invaluable source for studying crime in society. Ucr2 gives police and public more speci cs on what offences occur through victim and incident characteristics. Each month, police agencies report to ccjs the number of crimes know to them, but ones that are not reproved or unfounded are eliminated, so does not re ect total amount. Used to compare crime across jurisdictions and to justify use of police resources. Police report crimes cleared (arrested and charged at least 1 person, unless something physical happens like suspect dies or leaves the country)
