Device commonly associated with paroled sex offenders, who wear it so authorities can keep an eye on their movements. He only wore it for a few years to get the feel of it but many offenders wear it for years or even decades. The device enables the monitoring company to follow his every move, in consultation with a parole or probation officer, to keep him away from target areas. It was a rubber band and if the offender snipped it the company would be alerted and without a good excuse he would most likely be sent back to prison. He got a clean tracker but many of the trackers become encrusted with filth and dead skin of previous wearers, some of whom are infected with prison plagues such as herpes or hep.
