Document Summary
South of the railway, south phoenix became an industrial area with low rents affordable to low- income families and with a policy of accepting ethnic minorities. In consequence south phoenix was totally unattractive to higher income families. The quality of life in south phoenix spiraled down ward, because the town of phoenix encouraged industrial develop ment in the area but provided minimal public services. The daily living conditions in such neighborhoods, as seen through the lens of residents themselves, are telling. A woman from a similar neighborhood in south camden, new jersey (which we"ll also encounter in chapter 4) comments: We have so many industries, we have more than anywhere else in the state. We have co-gen, burning factory, cement factory, sewage plant we have so much air pollution because of all the industries. We have soot and we live in it, we eat it, we breathe it everyday, we breathe in mercury, lead, it"s all in this community.
