Chapter 3 : Environmental Influences on HRM Environmental Scanning Sources and Methods • Systematic monitoring of trends affecting the organization • Environment = anything outside organizational boundaries o Tightly integrated • Managers influenced by culture in which they operate  ▯not independent by culture • Analysis of external environmental: o Scanning : attempt to identify early signals of changes and trends in the environment  Ambiguous, incomplete and unconnected o Monitoring: systematic approach to following key indicators that may affect organization  Absenteeism rate, etc. o Forecasting: attempt to project possible impact on organization o Assessing: attempt to describe impact of monitored trend and make judgment of probability of each several possible  outcomes Sources of Information • Publications o Actively scan newspapers, publications and HR magazines, journals, etc. • Professional associations o HRPA o CBC • Conferences and Seminars • Professional Consultants Methods of Forecasting • Trend Analysis o Forecasting method that extrapolates from historical organizational indices o Quantitative approach • Delphi Technique o Process in which the forecasts and judgments of selected group of experts are solicited and summarized I an attempt  to determine future of employment • Impact Analysis o Forecasting method in which past trends are analyzed by panel of experts who then predict probability of future  events • Scenario Planning o Method of creating future scenarios that differ radically from those created by extrapolation of present trends o Other methods include nominal group technique and questionnaires • Competitive Intelligence o Formal approach to obtain information about competitors o Simplest method: study websites for info about strategies and plans for product launches Top 10 Trends in HR 1. Retirement of Baby Boomers 2. Aging population 3. Shortage of skilled workers 4. Growing number of employees with care­giving responsibilities 5. Increased demand for work­life balance 6. Growth in populations who have English as a second language 10.Higher rates of immigration Chapter 3 : Environmental Influences on HRM Challenges in Environmental Scanning • Inability to accurately predict the future • Inability to isolate what really is important to HR Examples include: • Technology, downsizing, telecommuting, outsourcing Isolating Critical from the Significant • No issue is an island • Addressing problems in isolation o Increase number of spaces or doctoral students ho then graduate to become professors o Recruit professors from other countries o Other trends may influence ability to find enough professors • Every trend has a countertrend o Develop in tandem with other trends o Globalization increases, localization increases • Trends aren’t cyclical in sense o Trend appears and disappears Environmental Factors • Economic Climate o Concern with unemployment rate o Worried about cost of fuel and employees’ willingness to commute o Worried about value of Canadian dollar o Troubled by amount of public debt o Anxious about interest rates • Globalization o Growth in flows of trade and financial capital across borders o Affects sovereignty, prosperity, jobs, wages, and social legislation • Political and Legislative Factors o Provincial and federal governments influence business environment through political programs  Changes to laws and regulations o Employer – employee relations
