Can"t cast net broadly, begin by looking for solutions that require minimal change from status quo. Pragmatics, moderate change: avoids radical change that can evolve from all or nothing solution, criticisms: Powerful groups can influence government to do or not do things, preventing some issues from being acknowledged: structural, power relations are already structured into our system in class, gender etc. Idea that someone else can decided for your self interests.
