This is the danger in trying to still perceive lay persons as passive. Activist movements can advance their own strategic goals within science, construct new social relations and identities, institutions and new means of beliefs. Aids activists did not simply gained influence by applying political means but found ways of demonstrating themselves as credible within the arena of credential expertise. They changed the rules of the game, the definition of what counts as credibility in scientific research.
