Document Summary

Chapter 11: reversing the race to the bottom. Rudolph giuliani proposed that residents of the city"s homeless shelters be required to work. Others thought that it made good sense of the policy, the homeless would be helped by the rigors of steady work. At least 1/3rd of the city"s homeless were already working, some full time. They were working at low wage jobs. Welfare to work- became a national slogan in the united states. This term that had gone from referring to well being to referring to government support payments. This was the essence and core of antipoverty policy. In 1980s, president reagan promised to end welfare, made some funding cuts and other changes. In 1990s, president clinton promised to end welfare and crafted a proposal that was never taken up in congress. Finally, in 1996, congress and the president agreed on a welfare reform law that gave states great latitude in changing their welfare systems.
