STOTE READING: EUGENICS, FEMINISM, AND THE WOMAN QUESTION
- Eugenic is a scientific method for “improving the race”  has served as one ideological
justification for controlling the fertility of owmen
Under eugenic theory: women will give birth to next gen  reproduce race in
biological sense and social sense
- Eugenists want to promote reproduction of some women while wanting to prevent the
reproduction of others (eg. Marriage regulation, sterilization, institutionalization)
- Some feminists adopt this eugenic ideology to strengthen arguments about social
reforms to get more role in public life while having their maternal role valued
oEugenic feminism started in lath 19th-20th century
oTry to legitimize their place in society by talking about their roles as “mothers of
the race”
- Under patriarchial capitalism, reproduction of women has ben “exploited, subverted
and controlled” to ensure proper functioning  “first wave feminism” had lots of lots
from diff. political persuasions and agendas
oMostly: anglo-saxon women who were middle.upper class and employed racist,
dominant ideologies  acquired moral authority to impose oppression on others
while achieving certain rights w/ existing structures/institutions
- While goals of eugenics/feminism are diverged, they support eachother under the
context of colonialism and capitalist expansion
The birth of an idea
- Racist ideology has played big role in capitalist expansion and in created urbanized cities
oBasic purpose of this ideology is to: deny the humanity of those who are
oppressed, blame them for their conditions and divert attention away from the
oppressors
oEugenics served this purpose: explained differences in conditions for the poor
as not an unequal distribution of wealth b/c the economic/political system, but
rather because of innate characteristics of the poor people
i.e in context of Aboriginals  didn’t talk about land disposession/cultural
repression, but rather said that they were “ unwilling to rise to a higher
level of civilization”  eugenics allowed business to continue to benefit
those that exploit the lands/resources/labour of others
- Eugenics: started by Francis Galton  implied: notion that society consisted of people(s)
evolved to greater/lesser degrees in their biological/physical/moral capacities (Galton
looked at those good traits are dominant in the middle/upper classes; i.e intelligence,
high income = more evolutionarily developed)
oBelieved these traits are inherited from one gen to the next
oArgued: poverty and vices are inherent traits in the lower classes and passed on
over generations  thus: only way to exterminate these qualities was to
eliminate the potential of the poor to reproduce them

- Galton and protégé Karl Pearson used statistical methods to “rank” humans and
encourage the selective breeding of the “fit” and promote state interventions (eg.
Social control) to limit reproduction of those who are “unfit”
- This idea was inspired by Malthus  was against state interventions to improve living
conditions of the working class, viewed this poor condition as stimulus to make people
work for wages
oPoverty/disease/famine were nature’s way of keeping the pop. In check
- Darwin was avid reader of Malthus
oHis proposed process of natural selection (while based on biological evolution)
set the stage for racist conclusions to be drawn w/ respect to humans
Spoke of human societies as consisting of diff. levels of civilization 
savages from lower races” as “intermediates between animals and
civilized people”  Those at the top were from European cultures
- Herbert Spencer built on Darwin’s ideas  applied evolution theory to social phenomena
mo winism: argued social phenomena (eg. Discrepancy in wealth, health, IQ) were the
result of the higher class just being “more evolved” than the lower class  any attempts
to help poor = bad b/c would try to stop the natural “purification” elimination process
(bruh…. This is some real bigoted shit right here…)
oSocial Darwinism = championed for by many political economists to justify the
existing social structure
Served as rationale to colonize (“civilize”) Indigenous societies
- Diff. between Malthus and eugenicists like Galton was that eugenicists wanted to
actively intervene in reproduction in order to speed up this evolutionary process
oEven used gregor mendel’s genetic transmission of dom./recessive traits in pees
to show that “social traits can be transmitted to their offspring through genes
 scientific propaganda used by EuG (eugenicists)
- Eug. ideas were brought to US by Charles Davenport did research on mental
def./insanity/criminality, physical conditions  aid out framework on how to practically
apply eugenic principles to the breeding of social classes
oMethods include: restrictive marriage laws, eugenic public education,
segregate/sterilize the unfit
Considered the best way to get rid of crime/poverty/sexual promiscuity 
all “symptoms” present in the lower classes b/c genetically inferior
- Obviously: unemployment/poverty/social traits can’t be reduced to natural laws 
show flaws in capitalist society and that eugenics was motivated by political/economic
interests
- Eugenics and its racism was ideoly that obscured material reasons for social inequality
and allowe for its advocates to advance capitalism
Eugenics in Canada
- Late 19th century/early 20th century = rise in pop. b/c immigration/urbanization/industry
+ had improvements in public health which led to eugenics supporters to push for
sterilization (and these thoughts were motivated by crime/infant mortality/disease etc.)
