The sanitary phase (1840) - concentrated on environmental engineering to provide clean water and sewerage, improve housing and working conditions. Personal hygiene phase (1910) - emphasized the education of populations about their cleanliness, personal behaviour and therefore responsibility for their own ill-health and health. Therapeutic phase (1930) - medicalization of public health and strongly associated with the prevention of ill-health through bio-medical interventions such as vaccination and treatment of ill-health through use of antibiotics.
