Chapter 9 health policy in broader perspective welfare states and public policy Introduction 1 The form that health care policy and healthrelated public policy take in Canada is part of what has been termed the advance welfare state It was developed post WWII The source of welfare state in Canada as we know it today is to be found in the insecurtieis and experiences of Canadians during the depression and the WWII 2In policy studes the welfare state refers to a set of social reforms such as public pensions and other services implemented by governments to provide citizens with various supports and benefits3 Canada has develop more generous welfare state as compared to that of the USbut evidence indicates that it shows greater similarity to the US version in being what is called al liberal welfare state than it does with the more developed and generous European standardIn Europe two alternatives to the liberal welfare state emerged during thththe late 19 and 20 centuries the conservative and social democraticHistory of the welfare state 1 The modern welfare state as it evolved in Canada and other developed nation is sometimes called the Keynesian welfare state named after the economist John Maynard Keynes The main point of his work was that the state should intervene in the workings of the market economy in order to upper societal functioning and citizen wellbeing 2 The emerging welfare state emerged as a political compromise worked out by the state btwn the market sector and the working class to reconcile the negative effects of the business cycle especially in its most extreme form such as the depression of the 1930s3 Thus these social and economic reforms were meant to ameliorate the inequalities and insecurity created by the market economy and at the same time preserves the market economic system that produced these insecurities4 Sweden was one of the first ones to come up with social democratic welfare state and then German and then nations like UK Canada and the US Theories of welfare state 1 Typologies arrange national welfare states into categories or cluster on the basis of one or more characteristics A limitation of typologies is that they may mask important difference btwn nations hat at first appear to be in the same category 2 One such typology is dichotomous contrasts btwn residual welfare states and instructional welfare states1Residual welfare states are less developed and provide a smaller range of social welfare measuresTargets benefits at the less well off in a society Eligibility criteria are very stringent and there are usually a multitude of rules and obligations that include means testing Once benefits are approved there are waiting periods before these are provide
