Unchr is the only global organization with mandate to ensure refugees protection and find solutions for their situations. Unchr structurally and operationally linked to: donor and host states, ngos, and other actors. Dependant on voluntary donors who control the evolution and direction of unchr"s work through the tight control of the organizations resources. Values and principles exceoptionally central - needs accountability, transparency. Unhcr operates under the authority of the gnereal assembly. Unhcr initiatives need to have more holistic approach and invole multiple levels of the un. Un peacebuilding commission and unhcr should link refugees and dynamics of peacebuilding as one causes the other. General assembly determines size and membership of unhcr"s exec committtee: excom. Annual report to generl assembly: composition of excom means politics may be reflected in excom deliberations. Wide gap between industrialized states who donate, and developing states who host refugees.
