Most climate change policy attention has been addressed to long-term options, but the potential of household action deserves increased policy attention. Future analyses of this potential should incorporate behavioral as well as economic and engineering elements. As short-term emissions reductions appear to be ignored, individual and household behavioral changes play a vital role in achieving reductions. Summary of evidence supporting argument 1 (1-2 sentences) New technologies for low-carbon energy supply must overcome various technical, economic, institutional, and societal problems and will take years to create and enter markets. In addition the cap-and-trade approach is often complex and ambitious leading there to be delays in results.
