Its beter to be parsimonious because being too generous will waste all your resources and make you levy taxes on the people. A ruler should not care about being called parsimonious because it means he is able to avoid robbing his subjects. One should only be thought of as being generous when in the process of becoming a ruler and also when spending other peoples money.
