When does repeated testing become longitudinal: when it is spread out over some period of time at which you would expect to see an important developmental change. Could be a year, could be a week. Depends on the experiment and what kind of change you want to see. Reaching in infants brought them in every week from 12-16 weeks old. During these weeks, they are significantly changing. Repeated tests that span an appreciable period of time this varies with the developmental level of the sample. Cohort a single generation born at about the same time. Advantages: practical issues way easier.
