70"s justice model starts to take over. 80"s deterrence philosophy: focus on individuals as chronic offenders = introduction of selective incapacitation strategies, new punitiveness. What is the extent and reponse to sexual offending in canada: sexual offences do not account for a large number of crimes reported to the police annually. Just over 1% of criminal code incidents: due to the nature and profile of these cases = moral panic, members of public perceive our criminal justice system to be inefficient in controlling these offenders, leads to harsh sanctions. 74% of all sexual offence cases against children and youth = guilty. 2011 12: almost 81% of those found guilty of a sexual offence in the adult criminal courts were sentenced to custody. History: struggle for justice 1971 concluded that the existing criminal justice system was discriminatory as it treated members of marginalized groups more harshly.
