Although summer"s said this was a sarcastic memo, some of his ideas are reality in many green development policies. Carbon trading is one of them where production of waste in one place can be absorbed in another using a global exchange of pollution. Garbage is largely transported from richer countries to dispose in poorer countries because disposal costs and environmental regulations are better there. In political economy, environmental problems are already built into the economy.
