Hutu is vassal, live by cultivating land, gave harvest for lease of cow. Tutsis herd increased, needed more land, but hutus already overcrowded and land not fertile. Belgium had supported tutsis, but they now demanded independence --> switch to hutus. 1959 peasant revolt, dethroned king, hutus took power. 1963 expelled tutsis living in camps on border attack, hutus win by massacring tutsis --> back and forth over time. 1972 hutus in burundi attempt to stage insurrection. Staggering proportion of deaths caused retaliation in rwanda (hutus) Exposed weaknesses of hutus, ruled for 21 years. Turned into conflict about tyranny vs. democracy, privatized state. Many had / were fleeing, many learn to fight in uganda. English speaking tutsis from english uganda invading french.
