A person does not need to be physically dependent on substance, in order to have problems resulting from taking the substances. Men are much more likely than women to have used an illicit substance in their lives. But both are equally likely to become dependent, women may suffer greater physiological damage. Societies differ in attitudes about substances, attitudes are reflected in different laws and approaches to treatment.
