As they group up and experience their environment they eventually have neurons that fire to all orientations. They did an experiment where they raised cats in horizontal-only or vertical-only environment and found that their visual cortex had been reshaped so it contained neurons that responded mainly to only whichever environment they were raised in. Experience-dependent plasticity has also been shown in humans like this experiment.
