E: cats are normally born with neurons that only respond to a small set of stimuli (vertical or horizontal but not both). As they group up and experience their environment they eventually have neurons that fire to all orientations. They did an experiment where they raised cats in horizontal-only or vertical-only environment and found that their visual cortex had been reshaped so it contained neurons that responded mainly to only whichever environment they were raised in. Experience-dependent plasticity has also been shown in humans like this experiment.
