Prison were built in the 1800s with the construction of kingston penitentiary in 1835, late 1800s: Laval institution 1873, manitoba penitentiary 1877, british columbia penitentiary 1878, All were maximum security institutions (prisoners could not talk to each other and had to participate in labour, solitary confinement was used) First penitentiary act (1868), kingston and other pre confederation prisons were brought under federal jurisdiction---created a federal penitentiary system for offenders sentenced to 2 years or more. Great depression 1930s led to overcrowding and inmate strikes---led to the archambault royal. This report emphasized crime prevention and rehabilitation of offenders recommended a revision of penitentiary regulations. Reform of the penal system was overshadowed by wwii, recommendations not implemented until 1956. Fauteux report: creation of a system of parole that help inmates reenter society upon release.
