After considering the entire system, the two linear relationships are pushing each other to continue to build arms bases. By breaking the system, the linear concerns are no longer valid. Today"s world is very complex: humankind has the capacity to create more information then anyone can absorb and use. Conventional forecasting, planning, and analysis methods are not equipped to deal with dynamic complexity.
