Women were not seen as public persons in their own right in either the legal or political sphere (assumption that they were their husband"s property) Conservative wave- majority of women activists accepted the private/public division. Women organizations focused their energies on the moral issues surrounding the family. Charity was a significant feature, associations for churches. These clubs and groups functioned to bring together women barred from public political and economic work. Also provided a space for women to work for social reform: a reformist impulse in turn brought them political action for suffrage and the right to political participation.
