Police stops damage lives of black Torontonians – black Torontonians are stopped by
police at a much higher rate than other residents and they’re paying a steep price.
What is taken for granted? How are they rationalized? What does the empirical evidence
look like? Opinion or fact?
Newspaper analysis: 2012 census: 105,000 blacks living in Toronto
2008201 23,000 stopped and documented by the police service. 22%.
Corresponding figure for whites: 6%
Blacks are stopped because they are poor communities (SUPPOSEDLY) –
criminalization of small claims. Negatively affects black youth: destroying their faith in
Trayvon Martin – no criminal record.
Race is socially constructed/ racism is real/ race matters.
Racial profiling: any action undertaken allegedly for reasons of safety, security, or public
protection, that relies on stereotypes about race, colour, ethnicity, ancestry, religion, or
place of origin, or a combination of these.
EUGENICS: “Well born” – practices designed to improve human heredity
Why do we have to regulate human breeding? To make sure only rich, healthy, white
people reproduce to embody a society of “perfection.”

In workhouses, “whipping, shackling, starvation, and other necessary inducements were
used to correct the behaviour of the idle, vagrant or incorrigible inmates” “Panhandlers” simply bullies – beggars.

Mistake to Ban Pan Handling – Whatever its motive, panhandling is a sumptom of broad
social malaise. It is rooted in poverty, homelessness, mental illness, the curse of
addictions and despair.
