Culture is the framework within which tourism takes place, as all people have a cultural background and much of tourism involves travelling into a different cultural environment. Power does not exist in the abstract but always inheres in social relationships. See power (cid:374)ot as a(cid:374) e(cid:374)tit(cid:455) i(cid:374) itself, (cid:271)ut as the a(cid:271)ilit(cid:455) to (cid:271)e(cid:374)d others to o(cid:374)e"s e(cid:374)d: to fail is to be powerless, to have no resources with which to trade is to be powerless. Two kinds of power relations: independent and dependent. Independent power is the relation of dominance based upon the direct abilities and controls of an individual or social unit: power is dependent when one controller gives another the right to make decisions for him.
