When program implementation continues on for a while the distinction between process evaluation is not as clear. Things such as addressing justification and evidence at the beginning assures that they are supported by stakeholders and evidence-based, also allowing program planners to make careful assessments. Things that should be addressed early in the formative evaluation include capacity which requires the examination of the competency and ability of those who are implementing and designing the program. Planners should match projected costs w/ available resources to see if it is realistic for the program to be implemented. Three types of cost analyses can be done to determine this. Cost-identification analysis is used to compare different interventions that are available for a program to determine which would be the least expensive.
