Public policy instruments the set of techniques by which governmental authorities wield their power in attempting to ensure support and effect or prevent social change. Policy makers should have a relatively good knowledge of various policy instruments, because choosing the appropriate combination of instruments is important when strategically planning for political affairs. There is no international classification system of policy instruments. Maximalist versus minimalist approach questions whether to provide a long list of all possible policy instruments or create 2-3 fundamental types which all policy instruments can be categorized into. The choice approach involves the categorization based on the degree of coercion that the government can exercise towards the subjects that they control.
