POVERTY RELIEF, GLOBAL INSTITUTIONS AND THE PROBLEM OF COMPLIANCE
FULLER
Negative Thesis:
Positive Thesis: the way that we should respond to global poverty is to use NGO aid
given a bit of reformation on the part of NGOS
Speaks about ideal and non-ideal theory speaking to the idea of compliance -
Buchanan talks about the same thing
Fuller knows that everyone is not going to comply, so we should do things in real world
mentality and not thinking to utopian
TWO VIEWS OF RESPONSIBILITY
Individual moral responsibility and solutions. as individuals we have a moral obligation
to give generously to organizations such as Oxfam in order to prevent harm caused by
extreme poverty
Institutional moral responsibility and solutions. Institutions are at the root of the prob-
lem and so institutional reform is clearly the solution
we can say that NGO aid prevents further harm, but we may not have mitigated exist-
ing harm - does Pogge solution get to the root of the problem, and further do we need to
get to the root of the problem
ARGUMENT FRAMEWORK
Pogge - an institutional response - the GRD is workable, morally appropriate and bet-
ter than NGO aid
why better? capricious funding; population access; donor fatigue, handout aura
Fuller: Pogge's proposal - and ideal theory solutions wont work and reformed use of
NGO aid will work
FULLERS SOLUTION
Respond via NGO delivered aid - where NGOs are understood as political, non state
actors part of international civil society
as such, it is appropriate to expect political legitimacy and accountability
NGO reforms - require that donations be general, licensing
they are a part of our governance system
NGO LEGITIMACY AND ACCOUNTABILITY
NGO reforms
- require that donations be general
- eliminate politically targeted giving
- eliminate competition for popular money
- enable co operation, long term projects
