For mill, the liberty of the citizen requires protection from harm, and a form of harm includes harm to property: theft, fraud, or damage. Mill favors laissez-faire capitalism, as long as individual are in their present state of moral imperfection. He later suggests socialism would be ideal for the morally perfected beings of the future. Mill also says that the individual has a duty to pay their share of the government expenses, and should be taxed in order to support those unable (or unwilling) to support themselves. Following locke, one supposes that valuing liberty requires the recognition of very strong natural rights to property. The libertarian view is that property rights are so strong the government has no business interfering with them, as said by robert. He says the government has duty to enforce individual property rights, but not to tax individuals beyond the funds necessary to protect them against other countrymen/foreign aggressors.
