From the outside of poliics, security refers to the capacity of the state to provide protecion against threats from beyond its own borders, especially the ability of its armed forces to ight wars and resist military atack. Tradiionally dealt with the state"s relaionships with other states, relecing the convenional assumpion that only states possess the material and military resources to engage in warfare, and exert signiicant coercive inluence on the internaional stage. The police force lies at the heart of the coercive state. Central purpose of the force is to maintain domesic order. This view emphasizes the importance of the police as an enforcement agency capable of controlling social unrest and civil disorder: the radical perspecive advances a much more criical view of police power. This portrays police forces as tools of oppression that act in the interests of the state, rather than of the people, and serve elites, rather than the masses.
