Cea, partisans and elections: electoral reform is for parliament to address, 12-13. - Fraser points to two core elements of any electoral process: fairness and inclusivity. Act came into force on june 19 2014 under controversy not only for its questionable intentions, but because its rationale and the process by which it came about was contrary to con- vention. Governments in power reformed electoral rules uni- laterally. It suggests that there is no agreed or consistent process for changing rules in the future: the process is set by the majority party. It is no stretch to imagine then that any electoral rule changes under this model will likely bene t the party in power, and the fair elections act is no exception. A major problem highlighted in the act regards voter identity.
