The Decline of Citizen Engagement? How Do Most Citizens Engage? • Political engagement is not something that people do all the time ­ Signing a petition or buying a product to make a political or ethical  point – had been undertaken by only a quarter of the participants in  a survey in the previous 12 months • It is perhaps surprising how many and various the forms of political  activism are  • People are not disengaging form politics: they are trying to make a  difference in a variety of ways  • When people do engage it mostly takes the form of low key acts, such  as signing a petition, boycotting some product or buying some product  for political or ethical reasons  • People are engaged but in a relatively thin and sporadic way with the  political system  • Evidence suggests that more collectivistic forms of participation have  declined and that more individualist forms have come to the fore  • The most activist countries appear to be the Nordics, and those of  ‘mainstream’ western Europe such as the UK, France and Germany • Everyday activism seems to be at its lowest in the newly democratized  eastern European countries  Uneven Capacity to Participate: Exploring and Addressing the Issues • Political engagement is very much dominated by the already well­ resourced; the most highly education, the rich, and those from the top  ed
