Merit principle: whereby hiring and promoting decisions were expected to be based on such qualification such as relevant experience, degrees, research. Introduced by the civil service amendment act, 1908: o(cid:374)l(cid:455) applied to (cid:858)i(cid:374)side ser(cid:448)i(cid:272)e(cid:859) jo(cid:271)s i(cid:374) otta(cid:449)a, (cid:374)ot the hu(cid:374)dreds of other federal civil service positions. Merit principle was a key factor in the professionalization of the public service sector: another reform included prohibitions on the political activities of unelected state officials. Public service employment act, 1967: specifically omitted attending public meetings and contributing money from the political activities was prohibited to public servants, ability to grant unpaid leaves of absences, this was seen as implicated their civil rights. Positive state: a state that is active in attempting to shape society and influence its direction. Shortt: the state needed to be staffed by people with expert training to meet the challenges of a modern society in which policy problems were typically complex and not capable of being understood.
