Document Summary

Prostitution is considered a minor offence, punishable usually by a fine or by a short jail term for repeat offenders. Sometimes difficult to prove that prostitution took place (massage parlors) Although prostitution is legal, there are no clear guidelines on where it can take place: the laws to little to discourage prostitution. Almost all prostitution charges are for communication offences involving street prostitution: people working within massage parlors, escort services, brothels and call operations rarely get charged. More sex workers than customers are charged and their sentences are more severe. More men who pay for sex with women are charged than men who pay for sex with men: because male police officers do not like to pose as prostitutes to entrap clients. Charges are disproportionately laid against female sex workers: women are often penalized and more severely sentenced than men, customers, procurers or pimps. On-street prostitution is more penalized than off-street prostitution.
