Substance use becomes a social problem, usually defined as abuse, when it interferes with the well- being of individuals and the societies in which they live. The government policy provides from limited distribution of drugs by licensed drug treatment specialists that is how addicts who might otherwise resort to crime to support their habits to get drugs. It was also shown that the rave culture increased the prevalence for drug use, and when the fad declined, the drug use declined. Structural functionalist perspective: drug abuse is a responsive to the weakening of norms of the society, anomie may exist at the societal level, resulting in social strains and inconsistencies that lead to drug use. Being a woman significantly increases vulnerability to misuse of medially prescribed drugs. This could be due to the family units dependence on them to be good mothers and provide for their needs.
