First full time police force was created by sir robert peel in response to increasing fear of crime and disorder associated with the industrial revolution. Before this, policing was a community responsibility. Peel faced opposition from the public/politicians who were concerned about the power which would be vested in a formal police force. Attempted to legitimize it by arguing that a police force will serve the interests of all citizens and would include the prevention of crime as a mandate. Police was to be proactive, as opposed to reactive, and were to engage in crime prevention activities. Laws were enforced on an informal basis by community residents policing remained closely tied to communities. This arrangement became less effective as settlements grew.
