Chapter 8 oversight and accountability in federal corrections. Oci workers: all complaints are subject to investigation. Profile of the offender population since 2000 the population of incarcerated offenders has been increasing the median age of offenders at admission is 33 years old. There is also an increase in the number of offenders with mental health concerns. Infrastructure: the mean age of offenders in prison is 46 but the penitentiaries were built for a younger offender crowd- it is ill equipped to deal with future older offenders. Double bunking: it impacts access to programs and services for all inmates, it also leads to an increase in violence. Programming: the csc is required to provide programming to prepare the inmate for reintegration into the community, most offenders are in prison for 4 years and so the programming needs to be established on a priority basis.
