Innovation is done through r&d department: goal is to provide multiple product or service lines well. Bureaucracy in a changing world: narrowly defined, very specialized, jobs can limit innovation, adding layers to the org can make processes slower and lose details up the chain of command, organizing temporary systems for flexibility and innovation.
