Document Summary

In canada the executive is filled by the prime minister, who has more substantive political power than the country"s head of state (british monarch and his or her representative (governor general) And this task falls to the minister: cabinet ministers are chosen from the party caucus, when we speak of the ndp caucus, we mean all the parliamentarians who are elected or appointed under the ndp banner. According to this view, democratic principles are replaced by executive rule with little accountability to the parliament. This means that a government requires the assent of the legislature before decisions can be carried out. In this model legislatures have no limits to the extent of their jurisdiction. In practice the absolute power of the legislature is limited by the rule of law, constitutional conventions, and other customs and practices entrenched in the legal and political culture of the country.
