What is the international community? richard haas. There is no international community due to the absence of any mechanism for the world to come together: the closest thing to that is the un general assembly. Un security council was created after ww2 as a venue where the major powers would meet to determine the world"s fate. Efforts like the g20 summit lack authority and capacity: excessive in size, multiculturalism dilemma inclusion of more actors increases the legitimacy at expense of utility. Today"s major powers do not agree on the rules and penalties that govern the world nuclear weapons. Responsibility to protect (r2p): was enshrined by the un in 2005: raises expectations to act, some governments are worried r2p could be turned on them. Governance: the process of decision-making and the process by which decisions are implemented: ex: corporate, international, national and local, there are formal and informal actions.
