Before the vesicles fuse with the target membrane, they discard their coat bc the two cytosolic membrane surfaces must interact with each other directly and fuse. Concentrates specific membrane proteins in a specialized patch. Which then gives rise to the vesicle membrane. So it selects the appropriate membrane molecules for transport: outer coat.
