Ideas about war not consistent with technological reality: many military and political leaders failed to realized how pre-war techs would impact this new war (why there were many deaths) In wwi, many military leaders had fought battles in the 1800s, and had a very romantic image of how wars should be conducted, many newer weapons in wwi seemed to go against this mindset. British and french leaders called machine guns unsporting, unfair and unethical and much preferred cavalry approach to fighting. Naval power was associated with world power; even the smallest and poorest of nations wanted. Lobby groups were funded by coal and steel, shipyard and arms manufacturing industry. Helped convince government that if navy not strong, nation would be destroyed; fueled ideas of nationalism.
