In the first two years of obama"s presidency, the house was democratic. However after the midterm congressional elections, the house became republican. Obama"s most ambitious new social program was the health care plan in 2010. Although congress passed it, obama performed his role as chief salesman by mobilizing public opinion to pressure congress to act. Article 1 of the constitution states that all legislative powers herein granted shall be vested in the. Article 2 states that the executive power shall be vested in a president of the united states of america. The neutrality proclamation established the precedent that the president can act unilaterally in foreign affairs except where the constitution provides specific exceptions and limitations.
